Relating to disclosure of pregnancy or the existence of a gestational agreement in a suit for the dissolution of a marriage and standing of an intended parent under a gestational agreement to file a suit affecting the parent-child relationship.

There is no significant fiscal implication to the State or local units of government anticipated.

Bill Analysis

Under House Bill 1704, a petition for a dissolution of marriage would be required to indicate whether a party within the marriage is pregnant or has entered into a gestational agreement. This bill would also expand who would be able to file a suit on any issue that impacts the parent-child relationship to a person who is an intended parent of a child under a gestational agreement.


Vote Recommendation Notes

While the merits of this policy proposal are debatable, this is in our view largely a social issue. We have been clear that we do not make vote recommendations on social issues, therefore we are neutral on HB 1704.
