Bill Analysis

HB 1584 would allow a person who is applying for a hunting and fishing license to make a voluntary contribution to the veterans’ assistance fund. The application form for the hunting and fishing license would be required to make room for this optional donation. A person could contribute $1, $5, $10, or $20.

First chamber analysis below:

The veterans’ assistance (VA) fund is a special fund that operates in the state treasury outside the general revenue fund. The Texas Veterans Commission (TVC) administers this fund by providing grants to local governments and nonprofit organizations that assist the needs of veterans and their families.

Currently, the VA fund receives income from the following sources:

HB 1584 would include contributions from a person applying for a hunting and fishing license.  The author’s statement of intent says that “the need for funding continues to exceed the funding available to award grants.”   

We support anyone who is willing to contribute to help his or her fellow citizens. Most importantly, this contribution is voluntary and not required. But we are neutral on HB 1584 because it neither affirms nor abridges our five liberty principles.
