Bill Analysis

HB 1560 would amend code to authorize any money recovered in a lawsuit by a minor or incapacitated person and who is being represented by a next friend or appointed guardian to be invested in a higher education savings plan or prepaid tuition plan.

Vote Recommendation Notes

This bill affirms our principle of personal responsibility, therefore we support this legislation. By assisting a minor or incapacitated person in this manner, HB 1560 promotes self-responsibility and self-sufficiency.

However, we would recommend that the bill allow deposits to alternative savings plans for those with no formal higher education prospects.
