Bill Caption

Relating to the funding and operations of the Texas Department of Transportation and local transportation entities.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

This legislation would amend the Transportation code to initiate the following:

  • Implement reviews and update the funding categories and formulas adopted by the Texas Transportation Commission (TTC) for the Unified Transportation Program (UTP).
  • Require TxDOT to seek the input of metropolitan planning organizations (MPO) and TxDOT districts in the review process.
  • Would require each MPO,and TxDOT district outside the boundaries of MPOs, to develop a 10-year plan for the use of funding allocated to the region.
  •  Require the CFO of TxDOT to prepare and publish a 10-year cash flow projection.

Vote Recommendation Notes

5/25/15 update:

This bill is substantively the same as when we reported on it in its original chamber. We continue to support this legislation.

Original chamber recommendation:

We support this legislation for its committment to personal responsibility by working to understand and establish a procedure to implement best practices, and limited government by including local municipalities to determine what is best for their regions. Under this bill, TxDOT would undergo a review process to update/create funding categories and formulas by the TTC and UTP, and would also require TxDOT to seek and implement advice or input from MPO's during this process.  Finally, this bill would require TxDOT to implement a 10-year plan for allocated funds for the projects.
