Bill Analysis

HB 1054 seeks to add a Basic Academic Skills Education (BASE) level to the remedial definitions of the provisions concerning the Texas Success Initiative (TSI).

Vote Recommendation Notes

This bill clarifies remedial definitions already in place for the TSI assessment. There is no discernible connection to the principles of liberty, therefore we remain neutral on this legislation.

It is worth noting that by allowing school choice in Texas there could be significant improvements in college readiness so that the need for remedial education at the college level would be diminished. The legislature should avail itself of the opportunity this session to improve K-12 education and college readiness by passing school choice
