The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

Summary: SB 758 would eliminate a budget gimmick employed by the 82nd Legislature to balance its 2012-2013 budget by reversing changes that were made to the schedule of payments from the foundation school fund to certain school districts. The 82nd made these changes to defer payments due in 2012-2013 to be paid for in 2014-2015. SB 758 would reverse this gimmick with a $1.75 billion supplemental appropriation to the schedule of payments from the foundation school fund to certain school districts.

Analysis: We support SB 758 because it reverses a budgetary gimmick that contributed to the 82nd Legislature’s dishonest budgeting practices.
