Summary: Currently, the Texas Department of Licensing and Regulation (TDLR) depends on the American Society of Mechanical Engineers (ASME) to accredit elevator inspectors. However, the ASME plans to stop offering elevator inspection accreditation. Because the ASME accreditation requirement for registered elevator inspectors is set in statute, the TLDR will not be able to license any new elevator inspectors after ASME discontinues its elevator inspector program. SB 673 would amend the statute to not require ASME certification.
Analysis: Among other administrative changes to the Occupations Code relating to elevator installation and repair, SB 673 would remove the statutory requirement that TDLR registered elevator inspectors be certified by ASME. Without this legislation, no new elevator inspectors will be able to enter the profession in Texas. For this reason, we support SB 673.
