Bill Analysis

Summary: SB 632 would place restrictions on the contracts between vision insurers and optometrists. The legislation would prevent the contracts from requiring the optometrists to provide discounts, or set price limits for non-covered products.

Analysis: SB 632 would prevent vision insurers from setting the prices at which optometrists must sell non-covered products to their insured customers. While this is an added government regulation on the insurance industry, it prevents the insurance industry from abusing what is essentially a monopoly. We are neutral on this legislation.
