Bill Analysis

Summary: Current law prohibits a child detained in a jail from having contact with security staff who have contact with adult offenders. Parties express concern that this may require the hiring of dedicated staff to supervise what may be a relatively small number of juvenile offenders. SB 1839 would repeal Section 51.12(g) of the Family Code to allow staff to have contact with adult and juvenile offenders. This bill would require a juvenile detainee to be monitored at all times if incidental contact with adult offenders is possible.

Analysis: SB 1839 would remove a potential inefficiency within government. This promotes limited government. We recommend voting YES on SB 1839.
