Bill Analysis

Summary: SB 1769 would create an advisory committee under the Texas Juvenile Justice Board to examine fingerprinting of children in the juvenile probation department. The purpose of the advisory committee would be to determine if fingerprinting of juveniles can be scaled back to prevent a juvenile's criminal record from following him throughout life.

Analysis: The advisory committee that would be created by SB 1769 could lead to some reforms that would reverse some aspects of overcriminalization. However, since the actual cost and outcome of the creation of the advisory committee is indeterminate, it neither offends nor uplifts our liberty principles. We are neutral on this legislation.
