Estimated Two-year Net Impact to General Revenue Related Funds for SB 1747, Committee Report 2nd House, Substituted: a negative impact of ($2,000,000) through the biennium ending August 31, 2015. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

Summary: SB 1747 would authorize the Texas Department of Transportation to create a fund, and fees dedicated to that fund, for transportation infrastructure. The fees would be set for certain regions and reinvestment zones in order to target the increasing road usage of the oil and gas industry.

Analysis: Transportation infrastructure is an important issue for the Legislature to consider, however it should not be paid for by creating dedicated funds. We oppose SB 1747.
