Bill Analysis

Summary: SB 1702 would remove limits on the waiver system for the Texas Windstorm Insurance Alliance. This would allow individuals to receive insurance coverage, even if their homes are not up to code.

Analysis: Being able to bypass the law with a perpetual waiver system would eliminate the personal responsibility required when owning a home and attempting to receive insurance coverage. As the state insurer of last resort, TWIA would have to provide coverage to potentially thousands of houses that are not up to code.
