Fiscal Notes

The fiscal implications of the bill are indeterminate due to the unknown nature of any transfers from the Texas Treasury Safekeeping Trust Company to General Revenue or General Revenue-Dedicated Texas Department of Insurance Fund 36.

Bill Analysis

Summary: The Texas Department of Insurance has a self-leveling budget structure. This allows TDI to adjust fees and assessments in order to self-fund its operations. SB 1665 would expand the authorization of TDI to use specific funds in order to cover the costs of auditing and examining the finances of the various departments within TDI.

Analysis: Though we object to the use of self-leveling funds, the only change proposed by SB 1665 would be to cover additional costs associated with the source of funding for an existing self-leveling fund, therefore we are neutral on this legislation.
