No fiscal implication to the State is anticipated. Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.

Bill Analysis

Summary: SB 1430 would change the statutory limitation on the number of projects and decrease the population requirement for an administrator to approve a change order related to certain public works projects.

Analysis: SB 1430 would allow more flexibility for municipalities to enter into design-build public works projects and allow more flexibility for municipally appointed administrators to approve a change order related to a design-build public works project. This would be specific to local governments within certain parameters and would not have a state-wide fiscal impact. This limits state government by returning some control to local government. We support SB 1430.
