Bill Analysis

Summary: SB 1150 would require the Health and Human Services Commission (HHSC) to speed up the process through which it reimburses health care providers that provide Medicaid reimbursable services.

Analysis: SB 1150 would require HHSC to develop guidelines for ensuring on time and accurate payment and credentialing of Medicaid service providers within managed care organization networks. After further review we have revised our recommendation from oppose to neutral. Managed care organizations provide a check against fraud and overutilization of the Medicaid system. This legislation may help ensure that service providers are paid accurately and on time as the managed care model is expanded statewide. We are neutral on SB 1150.
