Bill Analysis

Summary: This legislation would require the Texas Department of Housing and Community Affairs (TDHCA) low income housing report to include goals as well as improvement and coordination recommendations regarding department services. Additionally, needs assessments would be conducted for certain populations including veterans, farmworkers, youth who are aging out of foster care, and elderly individuals. The new reporting requirements would also include information enumerating cases and logging geographic locations regarding foreclosures of residential property.

Analysis: Adding to the reporting requirements of the TDHCA will not necessarily increase the size or scope of government; rather it would make the department's obligations easier to satisfy. The new research and reporting requirements could lead to a more targeted approach for the agency to meet its obligations. This legislation neither directly uplifts or offends our liberty principles, therefore we are neutral on SB 109.
