Relating to the reporting of information by a school district relating to certain offenses committed by certain students.

Fiscal Notes

No significant fiscal implication to the State is anticipated. Costs to collect and submit necessary data would vary depending on the size of the school district. School districts would experience costs to modify their data collection systems to accommodate the collection of the new data elements.

Bill Analysis

Summary: HB 946 would report annually the non-violent offenses committed at school by students who receive a citation and are younger than twelve to the Texas Education Agency (TEA). The TEA would record these offenses in the Public Education Information Management System (PEIMS) including the following specifics: offense committed, student's age and gender, student's race and ethnicity, student's grade level, and the name of the school the student attends.

Analysis: This legislation may help result in better understanding of disciplinary issues in schools, and may lead to development of better teaching and discipline methods. This legislation neither uplifts nor offends our liberty principles. We are neutral.
