Summary of Legislation: This legislation would authorize the Department of Transportation to issue commercial driver’s licenses to non-residents who are serving in the U.S armed forces, National Guard, or reserve or auxiliary units, whose temporary or permanent duty station is in Texas and who are domiciled in another state.
Notes: This bill makes it easier for an active duty or reserve service member to find civilian employment in Texas while in the process of transitioning out of military service. By waiving the commercial driver's license residency requirements, current qualified members of the military stationed in Texas will have an easier time transitioning into civilian employment and finding work in Texas. This legislation does not water down the training, testing, or skill requirements for obtaining a commercial driver's license. The only licensing requirement waived by HB 860 is the residency requirement. We encourage legislators to support HB 860.
