Bill Analysis

Summary: HB 858 would prevent county animal shelters from using commercially compressed carbon monoxide when euthanizing dogs or cats. It would still be allowed for other animals and at other types of facilities. 

Analysis: It is our understanding that using carbon monoxide is both more expensive and potentially more dangerous than the other allowed method that involves using sodium pentobarbital. It is also our understanding that the use of sodium pentobarbital is already replacing the use of carbon monoxide in shelters around the state, without state regulation forcing them to do so. Animal shelter officials are making rational market based decisions to move to a potentially safer and more cost effective method. HB 858 represents an unnecessary expansion of government regulation. We recommend legislators oppose HB 858.
