Bill Analysis

Summary: HB 801 requires the Department of Transportation, at the request of a school district, to place signs along roadways to alert hunters to their proximity with a school. This bill requires the school districts to pay for the signs. The legislation also requires hunter safety courses to include information on personal responsibility related to discharge of a firearm near a school.

Analysis: According to the committee report on HB 801, a recent report claimed that students at a Texas middle school were injured by stray bullets from an individual engaging in target practice on a nearby ranch. While it may be a dubious practice to legislate based on one unspecified report, it is certainly wise to provide hunters with information about the location of schools in areas where hunting may occur. This legislation neither uplifts nor offends our liberty principles; therefore we are neutral on HB 801.
