No fiscal implication to the State is anticipated. Because the bill would not have statewide impact on units of local government of the same type or class, no comment is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.

Bill Analysis

Summary of Legislation:  This legislation is bracketed for El Paso County; granting county commissioners oversight control over certain emergency service district operations. This bill authorizes the county commissioners of El Paso to adopt resolutions to exercise oversight of public funds and actions taken by members of emergency services boards within their jurisdiction. Furthermore this would authorize the Commissioners Court to establish operating and reporting procedures for the dispatch of public services using public dollars.  

Notes: Reports and witness testimony indicate that waste, fraud, and abuse of public funds and public property is taking place within some emergency services boards within El Paso County. Unfortunately the county government, including the County Commissioners Court, lacks the necessary oversight tools required to deal with this problem. This bill grants the proper tools to the El Paso County Commissioners to prevent waste, fraud and abuse of public dollars. This ensures appropriate oversight of emergency services boards and sets that oversight at the appropriate level of government. We support HB 685.
