Bill Analysis

Summary: In order for a political party to fill a precinct chair vacancy within the party's county level organization, the executive committee membership must select a candidate to fill that vacancy. It is required that at least half of the committee is present to make quorum for the vote. HB 630 would remove the 50% requirement and allow each county to set their own quorum rules for filling these vacancies.

Analysis: There are often vacancies in these positions and it can be difficult in some counties to achieve quorum to fill the vacancy. This legislation would allow county committees to set quorum in the way that best works for their organization. Both parties have expressed their support for this measure. By passing HB 630 the legislature would remove an unnecessary regulation that currently micromanages the system of replacing vacancies at the precinct chair level. We support limiting the role of state government in political party operations and applaud this bill for limiting the role of state government in this area. We encourage legislators to support HB 630.
