Bill Analysis

Summary: HB 3427 would allow Texas to enter into reciprocal agreements with other states to return patients committed for mental health issues to their state of residence, as long as these patients are provided suitable care, resources are used efficiently, and proximate mental health facilities are considered to facilitate the patient’s return. The state returning the patient must bear the cost, unless the states agree otherwise in their reciprocal agreement.

Analysis: HB 3427 would help hospitals save resources on out-of-state patients committed with mental issues by allowing hospitals to transfer these patients back to their states of residence. This bill neither uplifts nor offends our liberty principles. We are neutral on this bill.
