Bill Analysis

Summary: This legislation would authorize certain slow-moving motor vehicles to drive on the improved shoulders of roads.  

Analysis: Slow moving vehicles are classified as those that operate at a maximum speed of 25 miles per hour, including machinery and animal drawn vehicles. An improved shoulder means a "paved" shoulder.  The primary benefit of this legislation would likely be slow to moving agricultural equipment traveling on rural roads with paved shoulders. Allowing these vehicles to drive on the shoulder so that other vehicles may pass will make benefit everyone involved. While TPPA recognizes that in some instances travel on the improved shoulder may be dangerous, this legislation would make it no longer an offense for certain previously unapproved vehicles. This legislation decreases the scope of government and is positive for liberty such that it removes offenses for exercising ones right to personal mobility.
