Bill Analysis

Summary: HB 3233 would change language in the Water Code relating to permits of inter-basin water transfers. Both the Legislative Budget Board as well as the House Committee Report note that these changes will streamline the process and increase efficiency.

Analysis: HB 3233 should increase the efficiency of the Texas Commission on Environmental Quality’s permitting process. Increasing efficiency is an effective way to limit government. With a streamlined permit process, businesses will spend less time dealing with bureaucracy. We support this legislation.
