Bill Analysis

Summary: HB 3110 would expand the Texas incentive program for alternatively powered vehicles. Supporters contend that government incentives will encourage more Texans to buy these fuel efficient cars.

Analysis: HB 3110 would expand a state program with which we do not agree. By giving incentives the government is interfering in the free market and creating separate classes of citizens between those who can afford hybrid or electric cars and those who own older cars.
