Fiscal Notes

No fiscal implication to the State is anticipated. Because the bill would not have statewide impact on units of local government of the same type or class, no comment is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.

Bill Analysis

Summary of Legislation: This legislation reduces the number of housing units within the three-year period that a developer must have completed before participation in a Land Bank Program from three to one. If within the four year period described in the existing law, the land bank may transfer or sell property to a taxing entity with original jurisdiction or sell to a political subdivision or a non-profit organization.

Analysis: This legislation is bracketed for Dallas County. It allows for more participation in a Dallas Area program by cleaning up some prohibitive statutory provisions. In accordance with our views on the Urban Land Bank Program as expressed in our analysis of HB 3447, we are neutral on this legislation.
