Bill Analysis

Summary: Interested parties note that there are lifelong consequences for people with felony convictions, including limited access to employment, housing, medical and mental health care, and federal and state benefits. HB 2801 would make the offense of prostitution a Class A misdemeanor with 90 days of confinement if an individual has been convicted three or more times. Additionally, this bill would make the offense of prostitution a state jail felony if an individual has been previously convicted eight or more times.

Analysis: HB 2801 would decrease the penalties for a prostitute who has been convicted multiple times. This will aid these individuals attempt to reintegrate into society and give them a proper second chance. We recommend voting YES on HB 2801.
