Relating to the Texas Higher Education Coordinating Board's student success-based funding recommendations for certain public institutions of higher education.

No significant fiscal implication to the State is anticipated. No fiscal implication to units of local government is anticipated.

Bill Analysis

Summary: HB 25 would modify the way that funding is appropriated from general revenue to general academic teaching institutions for undergraduate education, exept for public state colleges. This funding would be based on student success measures that would effect at least 25% of the general revenue. The next biennium would require 15% and from there each biennium would be 25%.

Analysis:  HB 25 would establish a funding metric that incentivizes institutions to efficiently and effectively educate students; therefore, potentially minimizing the scope of government by ensuring that a portion of taxpayer funding is used in the most effective way possible. We support HB 25.
