Bill Analysis

Summary: HB 2401 would amend the Health and Safety Code relating to mental health, to provide for community-based alternatives to inpatient hospitalization. The bill would require the Texas Department of Mental Health and Mental Retardation to ensure that services are designed to avoid inpatient hospitalization or inpatient admission into a mental health facility.

Analysis: HB 2401 would save the state money in the long term. Mental health facilities and hospitals are expensive options for treating those affected by mental illness. Also, this bill would be paid for by DRIP though the Transformation Waiver, which already exists and would not be an additional cost to the state.
