Bill Analysis

Summary: Under current law, individuals caught peeping are charged with a Class C misdemeanor for disorderly conduct. HB 2371 creates a voyeurism offense under the Sexual Offenses chapter of the Penal Code (21) and makes the offense a Class B misdemeanor.

Analysis: HB 2371 would help identify potential sexual predators by making a distinction between an individual unintentionally peeping and an individual peeping with sexual intent. HB 2371 promotes limited government by separating malicious individuals from careless individuals. We recommend voting yes on HB 2371.
