Fiscal Notes

The estimated fiscal impact to DPS in fiscal years 2014-18 is $7,545,988 in each fiscal year. The total estimated DPS cost over a five-year period is $37,729,940. No significant fiscal implication to units of local government is anticipated.

Bill Analysis

Summary: This legislation would allow DPS to up to 15% pay increase for an employee classified as a Trooper Trainee, Probationary Trooper, or Trooper I.

Analysis: The LBB notes that the increased annual spending of $7,545,988 will come from the State Highway Fund 06.  Becoming a State Trooper is a voluntary occupational choice. These entry level positions are currently paid between $35,737 and $47,221 annually on the state's Salary Schedule C. The lowest level on that schedule is for paid training. This legislation would increase the cost of government spending without any offsetting cuts. We oppose this legislation.
