Bill Analysis

Summary: HB 1853 would require the admission, review, and dismissal committee to include a behavioral improvement or intervention plan (BIP) in the individual education program required for students in a special education program. The BIP would also go to teachers and substitute teachers so that they are aware of how to handle a child with behavioral challenges.

Analysis: HB 1853 would provide transparency for teachers by helping them understand their student's behavior and know how to address their behavioral issues, while possibly mitigating them, prior to sending the student to the justice system. We support HB 1853.
