Summary: HB 170 would require health insurers, including health maintenance organizations, covering low-dose mammogram to allow enrollees to choose a mammogram other than their primary care physician, and require insurance providers to pay. Current law already requires health benefit plans covering women over the age of 35 to cover low-dose mammograms certain rates, and requiring that these enrollees also be given their choice of mammogram provider would add an additional requirement.
Analysis: HB 170 would add an additional layer of regulation on the health insurance market that inhibits free markets and expands the size and scope of government. Although the health insurance industry is already heavily regulated, health insurance providers should not be forced by government to comply with even more regulations telling them how to operate their businesses.
