Bill Analysis

Summary: HB 167 would authorize a county or municipality to establish a victim-offender mediation program for certain offenses which allows an offender to take responsibility for the crime and victims to receive expedited relief from suffering.

Analysis: HB 167 promotes restorative justice instead of incarceration. If this program reduces recidivism and incarceration in the long run, the taxpayer will save money. HB 167 promotes personal responsibility, and we recommend voting YES.
