Bill Analysis

Summary: Under the current Texas Insurance Code, there are several different types of audits that different classifications of pharmacists are required to undergo at various times. This system sets up an auditing process that pharmacists consider to be confusing, burdensome to comply with, and unreasonably frequent. HB 1358 streamlines the process by making the audit system uniform for all pharmacists by removing certain requirements

Analysis: Any time regulatory requirements on private businesses are too confusing it is a good sign that they are too extensive. By streamlining the audit process and making it uniform throughout the profession, HB 1358 acts as a limit to government. This also benefits free markets by allowing pharmacies to spend more of their time and resources on things other than complying with overly burdensome regulations. TPPA supports HB 1358.
