Bill Analysis

Summary of Legislation: This legislation would authorize a pilot e-mail ballot program, to end in 2015.  This program would allow an active duty service member in the US armed services to participate in elections by voting via e-mail.  The Secretary of State will be directed to implement a program and utilize appropriate technology, and direct certain counties that participate in this pilot program.

Notes: This program represents an attempt to fix our balloting system for our service members. This program could lead to the proliferation of improved systems in which a faster and more reliable absentee balloting for our service members is normalized. This would enhance the liberty of military service members by making it more likely their vote would be counted.
