Bill Analysis

Summary: HB 1073 would require the Texas Higher Education Coordinating Board (THECB) to provide a loan repayment assistance program for current employees in the field of speech-language pathology and audiology at private or public institutions of higher education.

Analysis: HB 1073 would establish a loan repayment program. The legislation specifies that the loan repayment assistance would only be made out of gifts, grants, or donations solicited by the THECB for that purpose. If the program were funded by tax dollars, effectively creating a taxpayer subsidy, we would oppose the bill. However, as the loan program does not result in a tax burden, HB 1073 would neither offend nor uplift principles. Therefore, we are neutral on HB 1073.
