Analysis: HB 3576 would modify current law to reflect a provision that out-of-state parties to a contract can or cannot accept. It vaguely describes how a party to a contract outside of Texas can receive a notification; yet, has the choice to accept or reject the notification. This bill will neither support nor offend our liberty principles. We stand neutral on HB 3576.
