Bill Analysis

Summary: Under current law, parties to a contract who live in Texas have their transactions governed by Texas law. HB 3576 would qualify that a party to a contract who is out-of-state needs to receive a notification that the contract is governed under Texas law. The out-of-state party can accept or reject the notification.

Analysis: HB 3576 would modify current law to reflect a provision that out-of-state parties to a contract can or cannot accept. It vaguely describes how a party to a contract outside of Texas can receive a notification; yet, has the choice to accept or reject the notification. This bill will neither support nor offend our liberty principles. We stand neutral on HB 3576.
