Bill Caption

Relating to special open season hunting of certain migratory game birds by veterans and members of the United States armed forces on active duty.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 675 would allow the Texas Parks and Wildlife Commission (TPWC) to provide a special open hunting season of certain migratory birds including ducks, geese, mergansers, coots, moorhens, and gallinules to veterans and members of the United States armed forces on active duty.

The House Substitute gives the Parks and Wildlife Commission rulemaking authority to verify veteran or active duty status.

Vote Recommendation Notes

Texas Action opposes SB 675 because it represents government's preferential treatment of a preferred class of individuals at the expense of those not in the preferred class, which violates our principles of limited government and individual liberty. Preferential treatment for special classes of people (no matter how noble the class may be) is inconsistent with the concept of equal treatment under the law. Hunting seasons in Texas should be the same for all hunters.
