Bill Analysis

SB 503 would make it a Class A misdemeanor criminal offense for a person who owns a boarding home to have knowledge of the abuse, neglect, or exploitation of the residents and fail to report it to the Department of Family and Protective Services.

Vote Recommendation Notes

Texas Action supports SB 503 because it would advance individual liberty and personal responsibility. Requiring that a person with knowledge of the abuse of a resident report it to the state would aid the individual liberty of vulnerable residents and remain proportional to the offense.
