Bill Analysis

SB 1997 would would update the disease known as "hog cholera" to "classical swine fever" in statute. 

Current law stipulates that for certain cooperative disease eradication programs, the Texas Animal Health Commission may not promulgate rules exceeding the rules relating to minimum standards for cooperative programs adopted by the Animal and Plant Health Inspection Service of the United States Department of Agriculture. SB 1997 would allow The Texas Animal Health Commission to adopt more stringent rules by a vote of at least two-thirds.

Vote Recommendation Notes

Texas Action acknowledges the duty of the government to ensure certain disease eradication among animals to prevent its spread, and while this bill would increase the authority of government over private property in certain circumstances, it does not do so in such a way that is a gross violation of individual liberty. As such, Texas Action remains neutral on SB 1997.
