Relating to the use of information from the lists of noncitizens and nonresidents excused or disqualified from jury service.
No significant fiscal implication to the State is anticipated.
SB 155 would establish a process for reviewing county voter rolls to check for nonresidents and noncitizens who may be registered to vote in a county of which they are not a citizen or resident.
SB 155 would require the Secretary of State to compare with the statewide computerized voter registration list, on a quarterly basis, the list of individuals disqualified from jury service because they are no longer residents of a county. If they find that a person on the voter registration list is no longer a resident of the county in which they are registered to vote, they would be required to send notice to the voter registrar of the county, Secretary of State, and the county or district attorney or the Attorney General for an investigation into whether or not a person committed a false statement on their voter registration application.
The bill would also require a court clerk to send a monthly copy of the list of individuals disqualified from jury service due to being a noncitizen or nonresident to the Attorney General. The Attorney General would be required to review these lists to investigate whether or not a person committed a false statement on their voter registration application.
Ensuring clean and accurate voter registration lists helps to secure the integrity of elections, reduce the risk of fraud, and protect the value of each individual legitimate vote from being devalued and diluted by illegitimately cast ballots. For these reasons we support SB 155.
