No significant fiscal implication to the State is anticipated.
Under current law, if a registrar is notified that a registered voter has been excused from jury service due to citizenship status, the registrar is required to contact the voter and require proof of citizenship.
SB 1114 would amend the statute to add that a registrar must also require proof of citizenship upon notification that a registered voter has indicated a lack of citizenship status in connection with a motor vehicle or Department of Public Safety record.
The bill would also require the secretary of state to enter into an agreement with the Department of Public Safety to compare the voter registration list against information in the database of the Department of Public Safety on a monthly basis to verify the accuracy of citizenship status information provided on voter registration applications.
Texas Action supports SB 1114 on the principle of limited government. Requiring proof of citizenship is an essential role in securing the integrity of elections.
