Relating to coverage for diagnostic imaging for breast cancer under certain health benefit plans.
Estimated Two-year Net Impact to General Revenue Related Funds for SB 1065, Committee Report 1st House, Substituted: a negative impact of ($750,933) through the biennium ending August 31, 2023.
The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
SB 1065 would expand the minimum requirement imposed on certain health benefit plans with coverage of mammograms to also include "diagnostic imaging" which this bill defines as an imaging examination using mammography, ultrasound imaging, or magnetic resonance imaging to evaluate breast tissue for cancer. The bill would require that a health benefit plan provides coverage for diagnostic imaging that is no less favorable than for a screening mammogram.
Texas Action opposes SB 1065 because it violates the limited government and free-market principles. While we sympathize with the bill's aim to combat breast cancer, the state should not be in the business of mandating what insurance has to cover nor expanding any mandates that already exist under current law. Insurance mandates are one of the many reasons the cost of insurance is so exorbitant. Adding more mandates will only exacerbate the problem.
