Bill Analysis

SB 1018 would permit a signature verification committee or early voting ballot board, upon receipt of a defective early voting ballot, to return the ballot to the voter by mail if they believe the defect can be corrected before the polls close. The committee or board would also inform the voter that they may appear in person to either correct the defect or request to cancel their application to vote by mail if the defect cannot be corrected via mail before the polls close. A poll watcher would be entitled to observe such an action.

Vote Recommendation Notes

Texas Action opposes SB 1018 because it violates the principles of personal responsibility and limited government.  It is up to the individual to ensure their ballot is completed correctly. It is not a legitimate function of government to initiate a process of fixing errors on mail-in ballots. The mail-in voting process is chaotic enough without adding additional complications into the picture.
