Proposing a constitutional amendment authorizing the issuance of
general obligation bonds and the dedication of bond proceeds to the
Brain Institute of Texas established to fund brain research in this
state.
No fiscal implication to the State is anticipated, other than the cost of publication. Any additional fiscal implication would be attributable to the corresponding enabling legislation.
HJR 5 proposes a constitutional amendment to authorize the issuance of certain bonds and the dedication of bond proceeds to fund the Brain Institute of Texas.
Texas Action is opposed to HJR 5 on the principles of limited government and free market. This amendment, along with HB 15 creating the Brain Institute of Texas, would grow the size and scope of government by funding an expensive new program at significant cost to taxpayers. This type of research and development is not the proper function of state government and is better left to the private sector.
