Bill Analysis

HB 999 would authorize an individual graduation committee (IGC) to determine a high school senior's eligibility for graduation without considering the student's end-of-course test performance for the class of 2021-2022. Additionally, the bill amends current law relating to the use of individual graduation committees for certain high school students.

Vote Recommendation Notes

Texas Action supports HB 999 on the principles of limited government and individual liberty. COVID19 has created exceptional circumstances for students. While we are concerned about the potential for graduating students who have not successfully met the graduation requirements, this bill rightly places the decision for these students in local hands.
