Bill Analysis

HB 740 would require the early voting clerk to provide to a voter stationed overseas who is eligible for early voting by mail via federal postcard, a runoff election ballot using a preferential voting in addition to their general election ballot. This preferential runoff ballot would only count if it was returned during the general election along with their general election ballot. If the election goes to a runoff, the voter's preferential runoff ballot would be opened and their vote given to the candidate they ranked highest who is also in the runoff.

HB 740 would also require the secretary of state to create detailed instructions on how to use a preferential voting system and provide the instructions to each county clerk.   The county clerks in turn would be required to post the instructions on their website and mail out print copies of the instructions.
